If you want to title a vehicle in VA  you will  need the following: 

 (1)  Title /MCO (new car)

(2) Ressignments

 ( if  your buy it  from a dealership and your name is not on the title ,the dealership issues the reassignment )

 You may need  a 

(3) Bill of Sale  or SUT1 or SUT1A 

( hand written Bill of Sale if  you buy from an individual and if the vehicle is  more then 5 yrs old use SUT1 and if  its  less then 5 yrs old and below the NADA value use SUT1A )

(4) VSA17A application

You may need 

(5) VSA 70

( use  VSA70, POA, Power Of Attorney

(If you want somebody else to represent you and sign on your behalf ) 

(6) Emissions

Get the emissions done or you may get only one month  temporary tags

(7) Insurance

you should have insurance in the state of Virginia 




Note : If you have a VA Drivers License you do not need a proof of address

If you are moving to Virginia and want to title a vehicle you will  need the following:

 (1)  Title  or Registration Card

( Registration card if  you a have a lien on the Title  )

(2) Drivers License - Out of State

You need  

(3) Social Security Number

(to  add your name in the VA, DMV system )

You need

(4) Proof of Address

You need

(5) VSA17A application

You may need 

(6) VSA 70

( use  VSA70, POA, Power Of Attorney

If you want somebody else to represent you and sign on your behalf ) 

(7) Emissions

Get the emissions done or you may get only one month  temporary tags

(8) Insurance

you should have insurance in the state of Virginia

 (9) Proof of tax Paid

you may need to show taxes paid  in other state if  the vehicle was purchased within the preceding 12 months. The proof  may be a buyer's order, bill of sale,  

YOU MAY NEED THIS IF THE TITLE IS NOT ON YOUR NAME

(3) Bill of Sale  or SUT1 or SUT1A

( you have to request your Leasing Coming to send the Original title )

(2) POA from Leasing Co.

(you need  Power of Attorney from the Leasing Co. )

BUYING A LEASED VEHICLE

you need

(1) Title

you need 

(2) Bill Of Sale

from the leasing company 

you need 

(3) Lease Contract

 copy of original lease contract  to show the proof that you paid taxes

You need Form VSA67  and a lien release but if its an Electronic Lien 

the lien holder has to remove the electronic hold to get a substitute title.You will not get a title unless the hold is removed

  • You can process Abandoned vehicle process:
  • if its  on  a private property for more then 48 hours without the consent of the property owner, regardless of whether it was brought onto the private property with the consent of the owner or person in control of the private property, or 
  • If  a vehicle is left  on public property for more than 48 hours, in violation of a state law or local ordinance, and
  • even if it is  left unattended on the shoulder of a primary highway
